According to Lao Dong this morning, and confirmed in conversations today with legislators and others, the National Assembly’s committee on drug use, which is charged with amending the country’s Drug Law, has recommended that personal use of narcotics be decriminalized and downgraded to an administrative offense. They say drug use is a disease, not a crime, and you can’t expect to arrest every one of Vietnam’s official 175,000 heroin addicts (probably a serious undercount).

Dealing drugs would remain a serious criminal offense.

Is Vietnam about to go Hamsterdam?
