It looks like North Korea’s foreign minister will pay a visit to Vietnam this weekend. These NK visits to Hanoi have become a lot less significant recently now that Condoleezza Rice is meeting directly with North Korean FM Pak Ui-chun in Singapore, but it’s still always interesting to see whether North Korea will try to follow the Vietnamese path of opening up to the non-Communist world and shifting to a free-market economy. The signs are certainly promising at the moment. Though I remember talking to Vietnamese economist Le Dang Doanh a while back about his meetings with visiting North Korean economic officials some years earlier. “They’re completely backward,” Doanh said, shaking his head. There’s going to be a huge lack of technical competence once they actually go ahead and make the shift.
