Since 2004 Vietnam has been one of the countries targeted by the US’s PEPFAR program for combating the global spread of HIV/AIDS. Last year the US spent $88 million on fighting AIDS in Vietnam. The HIV+ rate in Vietnam is under 1%.

Ta-Nehisi Coates points to the latest figures on the HIV+ rate in Washington, DC: 3%.

That is basically nonsense; the US is the empire, the self-proclaimed global government and Vietnam isn’t.
